For what it's worth, the 1.3 rotary is often referred to as 2.6 or even 3.9 litre motor for emissions purposes. Depending on where the writer lives, it's probably correct.

And just to be clear, they are talking about electric assist turbos. They are an expensive solution to turbo lag.

Brushless motors and controllers aren't that expensive.
I can tell you right now that an electric supercharger (that builds any appreciable boost) is totally out of the question unless it's a hybrid . From a thermodynamic analysis you can show that it takes something like 20 hp or so to compress any reasonable about of air (assuming a 100% efficient supercharger). That means you would need the equivalent of two really big starter motors turning the supercharger all the time - think of how much electric load that is. You kill a normal battery in less than a few minutes if you crank your engine continuously and that's assuming you don't just burn out your starter motor or the leads to it.
As I understand it from earlier articles they were upping the displacement of the rotary, adding direct injection and some sort of multiple spark system (other than the current 2 spark plugs).
These were things to increase the powerband, torques and would also increase gas mileage and lower emissions.
It's supposed to be the next gen rotary. This is the first I've heard of electric superchargers or assisted turbo chargers.
