Factory stock, available in the States. Let me put a $5k to $10k limit on it.
Without any research I'm gonna say a Trailblazer with the LS3 or maybe a Grand Cherokee with the 5.9 or 4.7?
Wait, is this a childish question?

There was a Typhoon on the south side of Atlanta, miles right at 100k, and they were asking $4,500,....which I thought was high.
In reply to Gasoline:
And that was a modified one......
Your price range makes this question irrelevant though......but if you can find a typhoon worth a berkeley under $10k, that's going to be your winner.
How about that GM SUV thing from about seven years ago that thought it was a sports car? Probably still too expensive...
SAAB 97x Aero, Chevy TBSS, Jeep SRT-8, ML-55 AMG... I don't think any of these are available under 10k though.
No love for the first-gen Durango R/T? IIRC, they were pretty quick and probably at this price point now.

Not an R/T, but we have a 2000 model with a 360 at work. It's decently quick, but it needs in-flight refueling. Barely breaks double digits in mpg. Around town it gets about 8 to 9 mpg, but it's usually driven hard, when it gets driven.
If it wasn't for the price, I would say SRT Jeep. It's seriously quick!
V6 Rav4,certainly not "fast" but it is surprisingly quick/fuel efficient and more importantly reliable.
Pathfinder with the 5.6? An armada was pretty fast, so I'm guessing the pathfinder with the same engine would be quick.
Has anyone here driven an Infinity FX45? I haven't, but they sure look like they should be fast. I think it will be a while before they fall below $10k though.

It is a real shame that the fastest Saab was the Trollblazer
Way out of budget, but the Jeep Grand Cherokee SRT-8 is berkeleying amazing. Watching it at Hallett last year for OLOA was insane.
Like well prepped Miata on R-comps fast, several seconds faster than a Spec Miata.
And is still rated to tow 5000lbs. It's quite an incredible piece of machinery.

I've driven the FX35, and it produced plenty of smiles about how quick a weird bulbous tall egg box wagon trucklet could go. I bet the V8's a hoot.

I've got a 2000 R/T. It's quick, but not that quick. Ours averages 13-14 MPG. It's been better than I expected for a 5.9 with 3.92 gears and AWD.
$5K should find you a really nice one. $10K would be a super clean low mileage one preserved for future museum use.
