First place I'd go is SCCA or NASA to see what their sanctioning requirements are, and what they can offer by way of support and insurance. It's what they do.
The other question is, where are you? May be a lot of guys here who want to participate.
Having gone down this road last year, I feel I can offer some valid advice. As previously mentioned, you'll want to get hooked up with a sanctioning group. I do not know NASA's requirements, but for an SCCA event you will need to have an SCCA licensed safety steward on site for the event. You'll pay a sanctioning fee and insurance fee to the SCCA. Currently, this is $8.50 per competitor. The SCCA does offer discounts for groups trying to get an event going in an area where there is not currently any; I believe this brings it down to only $3.50 per driver. The SCCA insurance policy offers $10 million in coverage. Jim Rowland has typed up some great guides that I would recommend you check out here for more good information.
On the rallycross side of things, the SCCA is actually fairly helpful and friendly. If you post up your location, I can try to get you in touch with the right people to perhaps move things forward.

No they don't. Grass valley is three hours from me. That event got cancelled this year, they aren't back there for another six months. I'm in contact with ORG, nearly every event is in chehalis,WA, about an eight hour drive one way. I'll pass. Sisters,OR is my backyard. Why would I not want an event here?
