A few years back, GRM actually gave away a Targa entry. If I remember right, it went to an MGB owner.
As for grassroots, I think you'll find it's a very grassroots kind of event. Sponge-painted BMW 2002s taking on factory rally cars and drivers? Check. Competitors banding together and donating engines, transmissions, axles, etc to get someone else's car to the finish line? Check. People driving what they have because, well, it's what they have? Check.

To be fair, though I think Woodstock had that paint job when Roy acquired it.
And it won't happen again now that the handicapping is gone...but still!
