I would strongly suggest using DOM tubing for this.  Check out Kirk Racing to see if they could do this for you although shipping may be a bit much..

If you have more dimesions I can come up with a raw materials cost for tubing and time required to make up the main hoop from your sketch. DOM down here is cheap, since thay sell a little bit to the NASCAR teams. The 3rd-6th points could be straight tube from the main hoop, unless you have some other constraints that need to be considered. PM me if you think you are interested. What tubing size are you thinking about using?

For reference, we had about $200 in the cage tubing for the AMC (8-point, wiht lots of cross bracing).
