If it was mine, I'd dump it while it's running, double that money and buy the best you can find at that price. Rusted, corroded, crap is too much of a pain to keep alive.

If you want to change the belt, strike the rusted bolts and put on ATF/Acetone 50/50, and see if they come loose after a few treatments.
