Moparman, welding skills or no, I dont know if I would be trusting my life to a harness bar.
If you roll it you are cruising for a broken neck. The harnesses (4+ point) do not allow you to shift away from a vertical position, which is harmful in a rollover position.
I have been in a street rollover accident, dont tell yourself they dont happen.
The ONLY time I would even consider it would be for an autocross ONLY application (IE, use the regular belts to and from the event) and even then, I dont like it.
Get something that provides some rollover protection if you must go the harness route. Also, get at least a 5 pt harness. Submarining under your harness can be fatal!
I swapped seats to improve how I was held in my car (ESP mustang), but didnt add harnesses because of rollovers.

Car is autoctross only and is trailered to and from events. I doubt the Neon will rollover. It will spin before it gets to that point.
In that case, your really looking for more driver positioning hold then safety... I would get excess material (that you will use to make a harness bar) and practice with your welder on the material, destructively testing your welds till satisfied, and just make the thing. (lets you center in on setting and techniques fine tuned to the material)
I would just DIY buying a bunch of extra material to practice on then buying.
I understand the tradeoff of weight of a roll bar vs driver positioning aide of a harness. I found in my case that racing seats with the stock belts did well enough for me.

Apexcarver is giving some very sound advice here. If it doesn't see road use through a cage in it. I have one from autopower in my 79 firebird that sees track days only. You never know what could happen so you plan for the worst. Plus going with a roll bar now can make you compliant with other motorsport events if you decide to try anything else. Makes no sense to get a harness bar and then go with a roll bar bc you need it.

The Neon cage requires cutting the dashboard and I do not wish to do that as the car is still street legal and I may wish to sell it some day.
But you dont need the halo bar or the front downtubes, just the stuff behind the driver (takes up back seat area). Shouldnt get in the way of the dash.
