I'm remembering some reports on that around here, I believe it ended up being the "upfitters" that add a lot of the police specific equipment drilling holes where they shouldn't have and not sealing them up properly. We have a '17 Explorer Limited which is pretty much the civilian version and it's never had any recalls for exhaust fumes.
