Aside from bleeding, have you replaced anything? Is the system stock?
Yes, more info on what the 'normal' things you've done are. My civic doesn't have the firmest pedal feel, but it gets the job done. Is the pedal soft to the point of going to the floor, or is it just how it feels?
If its just the feel you're after, a set of stainless steel brake lines could do the trick.
In most cases if the brake fluid hasn't been bled in awhile you probably have water or air in the lines. Remember hydraulic pressure doesn't work well with air or water in the system.
The other thing it could be depending on miles is the Brake Master Cylinder is going. I drove someone's car this weekend with this problem. When I pulled up to the line the pedal went to the floor, but once I got on course, the brake pedal firmness came back.
Last thing it could be are if the car still has rubber hoses that the hoses could be cracking/getting soft.
Having roadraced the 88-91 Civic CRX chassis for the past 5 years , the things we found most often would cause a soft feeling pedal are usually low amount of friction material on the pads , or the system just needed to be bled out . I guess not really knowing what you have for brakes on the car it is kind of hard to narrow it down to give you a definate answer . Give us more info and maybe we can be more help to you .
Thanks for comments, brakes on front are the GSR with new pads and rotors with steel lines all around. Rear is std. disk with new pads and the steel lines. It never goes to the floor but feels real soft. Oh yes it has the 15/16 size master cyl also.
