Correlation does not imply causation.
Also note that up through 2011, stock class autox rules only allowed the front bar to be changed. It wasn't until 2012, with most chassis already having heavy development of larger front bar setups, that the rules were opened up to allow either (but only one) bar to be changed. Thus the running of a larger front bar in no way, shape, or form implies that it was actually being done specifically to mitigate understeer on modern RWD sports cars...Only that it was a product of bygone vehicle dynamics that still was able to ultimately improve lap times, regardless of what other side effects it had or what else could be done within the rules (square tire setup) to help balance out the larger front bar.
If speaking in general terms, most of the time a larger front bar should increase understeer. In certain specific circumstances, a larger front bar can decrease understeer...But it is incorrect to imply this as the more common scenario.
Unless the car has a noticeable rear weight bias or extreme power, I would tend towards a square tire setup. If you do choose to go with a square tire setup, a larger front bar may also be beneficial to rebalance the suspension from the additional front grip.
