How would you verify that a 90's shamoo caprice has the 9c1 package. are there any visible indicators or do you have to take the vin to a chevy dealer?

Should be an indicator in the VIN. I'd search for the VIN info.

Just checked and other than the vin indicator for the LT1 there was no indicator on the vin for specifically the police package. Damn it

Simple; does it have factory dual exhaust?

LT1's did, those bastard 4.3L v8's and 305's didn't.

Didn't the 9C1's have those puke green silicone coolant hoses that never wore out? IIRC that was the easy button to id a police package car vs. a civilian LT1 equipped model. According to the Wiki, there's a full-size spare and a high output alternator, but the dead giveaway was those hoses. http://en.wikipedia.org/wiki/9C1

In reply to ryanty22: In the trunk there should be the GM ID sticker. It's white and like 4"x4" It lists all the option codes. 9C1 should be on it. If you find the sticker and it isn't on it, it is not a 9c1 Also, if it is pre LT1, look for a 7 in the 8th digit of the vin.
