Oh, that is way cool!
Just about anywhere near or about the German & Austrian Alps the roads are fantastic.
A very oddball choice, even in Germany, would be a Skoda of some flavor.
I was there from 94-98 and we had a ball, didn't want to come home. I also had aspirations of finding the classic and bringing it home. I didn't find anything that wasn't ridiculously overpriced and rusted. I took my '69 Beetle with me and it was the oldest car I EVER saw on the road. With the exchange rate and the Euro raping everyone, including the Germans, you'll be hard pressed to find the dream car. You'd probably find a better deal in the UK and bring it home.
However, I would encourage you to find a late 60's Mustang or Camaro and take it with you. You'll make a nice chunk of change, definitely worth it. Whether you sell it to a GI or a German, you're going to make money.
As for the Z28, well, my buddy had an 88 when I was stationed in Germany. He had the suspension set up for top speed. We did 159mph on the autobahn one day. A little on the loud side at that speed but that's still the fastest I've ever gone in an automobile.
Drop me a PM if you'd like any specific info Germany, we still have friend in Kaiserslautern and I fly into Ramstein pretty regular.
If I were living in Germany, I think I'd fly to England, buy a Lotus Elan M100, and drive it back. Those cars are steals over there and it would make for a pretty cool road trip.
Oh, wait...
Heh, I see lots of cars that you guys would go nuts for regularly. A few weeks back I spotted an E30 Wagon sporting a for sale sign with a three-digit price tag that looked pretty decent. Remember that older Bimmers and even some Porsches don't have the "premium luxury auto" stigma over here that they do in the Americas - they're just used cars, and are priced as such. Germans work their cars hard but also tend to maintain them meticulously.
(To the O.P.) Where are you thinking of going? I live near Berlin.
J
Well that's up to the Army I just tell them I want to go to Germany and i know there's several bases around the country, so who knows.
I could get this http://suchen.mobile.de/fahrzeuge/showDetails.html?lang=en&id=94546731&action=topInCategory&pageNumber=1&scopeId=C&sortOption.sortBy=price.consumerGrossEuro&sortOption.sortOrder=ASCENDING&makeModelVariant1.makeId=6600&makeModelVariant1.modelId=24&makeModelVariant1.searchInFreetext=false&makeModelVariant2.searchInFreetext=false&makeModelVariant3.searchInFreetext=false&vehicleCategory=Car&segment=Car&siteId=GERMANY&negativeFeatures=EXPORT&damageUnrepaired=NO_DAMAGE_UNREPAIRED&export=NO_EXPORT&customerIdsAsString=&tabNumber=2

That blacked-out Merc is pretty cool. Seems the majority of theirs were stick shifts, and we got stuck with all the autos.
I like Jay's idea of popping across to England. I couldn't find any cheap Elan's, but for less than 3000 USD you could pick up this sweet '70s 'repmobile' Cortina - http://www.motors.co.uk/car-search-results.php
oooh I hadn't thought of cortinas!!! And the Sandero was a joke. Why do we get the Fusion here and this is what they get over there? http://suchen.mobile.de/fahrzeuge/showDetails.html?lang=en&id=78328943&action=topInCategory&pageNumber=1&scopeId=C&sortOption.sortBy=price.consumerGrossEuro&sortOption.sortOrder=ASCENDING&makeModelVariant1.makeId=9000&makeModelVariant1.modelId=29&makeModelVariant1.searchInFreetext=false&makeModelVariant2.searchInFreetext=false&makeModelVariant3.searchInFreetext=false&vehicleCategory=Car&segment=Car&siteId=GERMANY&negativeFeatures=EXPORT&damageUnrepaired=NO_DAMAGE_UNREPAIRED&export=NO_EXPORT&customerIdsAsString=&tabNumber=2

Those are awesome, but if your budget doesn't quite extend to 40k Euro, 2k Euro will net you a sweet little Fiat 126 rally car

It's in Poland, which is practically a suburb of Germany anyway.
