It's a "resonant chamber." You know, like on the intakes of modern cars.

Is it me, or is the hood on backwards?

It looks like the top of a Mercedes grill. And yes some sort of hood mounted backwards behind it. The overall look and vibe is rather like a hot tub with some fenders tacked on. Without the hot water, bikini babes and general fun of a hot tub.
