If they don't know each other well, dick move, but not cheating.
If they are buddies, then it's just plain hilarious.
If my buddy did that to me I'd be off the track from laughing.
If some other guy did it I'd be off the track from laughing.
Sometimes you just have to doff your cap and say "Touche, Sir."

reminds me of this charity kart race I was in a few years back.

Technically it probably runs afoul of any "unsportsman like conduct" clause that the rules might have...But practically speaking, he might expect to end up with some unbalanced wheels their next time on track together.
