Buying a car from a guy who is currently in route to Pittsburgh from Rhode Island. Car is titled in Kentucky (military, you understand).
We are meeting at the airport so he can pickup his rental car and roll onto Kentucky. His ETA is 9:30 PM EST I need to get the title notarized. Any thoughts as to where I could find someone at that hour? Do we both need to be present for notarized signature?

I'd probably start with calling the police department at the airport, and asking if they have any notaries that would be able to sign it.
Otherwise, I'd search "Notary public Pittsburgh"

Is the person active duty military? If so, then they may be able to notarize it themselves. May not fly at the DMV though.
it may need to be notarized in Kentucky as that is where it's currently titled. What state to you plan on registering and titling the vehicle in? I'd contact your DMV and see what method the recommend, get the person with whom you speak withs name, extension and email address.

Honestly the seller should have done this prior to leaving his home state. It's not the buyer's responsibility to get the title notarized. I don't think it matters where it was notarized as long as the notary is in good standing in their state.
In NC, the notary is only certifying the seller's info but, once the stamp is on, it becomes like free cash, and anyone can scoop it up, fill in their info as buyer, and claim the car. For this reason many notaries require all parties to be present.
i'm so glad i live in a state where this kind of thing isn't necessary.

For my late night notary services I usually head to the banks that are open late, like the ones in grocery stores.
