Check the seals around the windshield, over time the seal shrinks and introduces water into the driver's footwell, which looks to be what might have happened there.

I'll check, but I think it is more likely that he left the windows down during the rain--for one, he told me that, and for another, he left the windows down in the car after he picked me up.
