Haha, can you imagine how much your life would suck if you really did this? Your wife would kill you.
40+mpg in a turbo omni will take some work. low 30s on the highway stock is about it under normal circumstances.
There are people who have done it, though. Hell, i'd like to try to get 40 mpg out of my Spirit which is about 500 lbs bigger.
Suck through turbo runs a little richer due to poor intake flow and a lack of intercooler.
Blow through turbos with intercooler are better.
Really need a wideband and way to tune the fuel to really improve the mileage.
Of course the boxy nature of the Omni doesn't lend itself to post low mileage numbers. Make it lite enough and improve the aero along with the tuning and you could pull it off.
I was reminded again this week-end of why TDs are such fun. I attended a PCA autocross/DE this last week-end as an instructor. Brought my essentially stock GLHS. The course was nearly two miles long and featured continuous lapping sessions. Although I had the chance to drive a variety of iron, I tossed the GLHS around in a few of the run groups-still fun to drive, easy to slide around corners, good power, a great, manageble size and passed a number of the Porsches, WRX's,etc. I drove the car to the event, got about 30mpg, the car has functioning AC, is easy on tires and brakes and with its 4dr, hatch bodystyle, is very practical. Its a keeper.
