How about some contextual help? I know I don't know which one is the 9th Gen
Expect overall, Japanese, "tier 2" quality. In my opinion:
Tier 1: Honda, Toyota
Tier 1.5: Nissan (maybe being gracious)
Tier 2: Mitsubishi with something like Chevy Cobalt or Ford Focus being on same quality level. So, not horrible but there are better.
Sold world wide so they really aren't that bad.
If it has a 2.4L engine, which many do, it will have some torque but mpg will be its weakness. Think midsize car mpg, in a small car package.
I know nothing about them. I am surprised we don't see more info posted on them around here. I imagine they would sell pretty cheap compared to similar aged civics

And after more reading I finally know what a Ralliart is. At least for 2009. Dual clutch transmission and AWD.
For 2009, the Ralliart is available exclusively with the TC-SST transmission.[50] The TC-SST transmission equipped in the Ralliart offers two modes (Normal, Sport) rather than the three modes the same transmission offers in the Lancer Evolution X MR (Normal, Sport, S-Sport). The car also includes a simplified version of the Evolution X's AWD system, with a simple "mechanical limited-slip" rear differential.[51]

No personal experience.. but what I found a while back was the SST does not last forever. Why? Not sure. I would guess abuse and lack of maintenance. I really wanted a Sportback Ralliart for a while but they seem to have disappeared.
SST are glass with an expected life span of about 100Kish miles. It really doesn't seem matter how well they are taken care of. Then when they break, it's a very pricey transmission to get a rebuild on.
The FWD version is a basic cockroach of a car. Nothing fantastic to own or drive but not too complicated to break. It's a CVT transmission with a torquey under stressed engine. You can see some funny videos of Stef Schrader tracking her GTS out there when I think she was writing for the Drive. The CVT isn't great but it lasts if you change the filters and fluid.
The 4B11 and 4B12 is still in use in the Eclipse Crossover. It was also the base for the Theta engine family from Hyundai.
If you are just looking for basic cheap transportation, The lancer isn't a horrible choice. Just know most went to people that didn't usually take the best car of their car so maintanance records can be key.
