So I got this Civic with a B18C1 GSR motor right?

All fall it was fine, no problems. A little bit of oil 'loss' but I considered it to be getting burned away by many encounters with Honda's brilliant variable valve timing and lift technique.

I store it for 4 winter months.

When I get back it's spewing oil out the rear main seal like... a quart every 20 minutes.

The car is up on jackstands and it's getting fixed but my question is this...

how does a rear main seal go from okay to complete E36 M3 over 4 months of winter storage?

cold + rubber seals = cracking, shrinking, ruptures etc.
