Sort of looks like an '80's Volvo seat, brown with a black headrest.

I think it's two vehicles. You can see just a bit of one of the wheels of the other one. The brown Volvoish seat with an occupant is in the other one. Another clue: it's not really very big. I have no idea how the steering is actuated, but it may not actually matter given the expected lifespan of the occupant.
Looks like it belongs over on the "there I fixed it" forums.
I'd think holding your feet up all the time would get tiring. I guess you don't have to do that very often, as I don't see any sort of driver controls on it anywhere.
Looking at the rig beyond this one, I wonder what the round white thing on top of the engine behind the seat is
I think the builder watched too many episodes of Junkyard Wars back to back with Mad Max movies.
I think that is a steering tiller visible just below the padded side bar. And I think the white round thing is a helmet.
