If you are talking about the w123 chassis I think you are limited to 170 hp or so by the stock mechanical pump. It can be manipulated to increase fuel and you limit the vac to the stock wastegate with a valve in the line to up boost. The info is out there in a few places if you search.

There is an inexpensive grainger valve that fools the wastegate to stay shut longer increasing boost. I bought one for $10 or so at Grainger when I had a Volvo 242. I never installed it. I thought it might be ok on something I did not drive to work every day.

Depends on which diesel you are talking about. The one in the video I believe is an OM606 w/OM603 mechanical FI.
