So I finally got around to this (I know, it's about time). The ignition timing was at around 12 ATDC, set it to 13 BTDC and it runs much better (not surprising).
Now I need to order a thermostat and coolant tank cap and get it on the road.

While it was sitting for months I bought an automatic Volvo 240, pulled the engine and swapped in a turbo engine with a manual transmission and got it drivable. While looking for the bolts for the reverse lockout on the Volvo I found the bolt for the timing cover on the Merkur (in a tray in the top drawer of my tool chest) and decided to fix it. In 20 minutes I had it running well. I should have done that months ago.
So what you're saying is that my 3 minute over the internet diagnosis was right, but it took you 5 months to fix it?
