I'm deleting air and power steering on my 90 miata. is there a pulley available without the serpentine bit?

  rotating mass =  10 x static mass

Not a factory one. You can go the Andy Hollis route, take a billet "underdrive" pulley and cut the outside edge off - but then you've removed the damper and that's not a clever plan. I don't think you could cut the outside belt drive off a factory pulley without screwing up the rubber inside but it would be an interesting experiment.

If you want to remove rotating mass from the crankshaft assembly, do it by going to a lighter flywheel. That's the whole purpose of the flywheel, really.

You can. I've done 2 miata pulleys.

Well, AC was a dealer-installed option, and you can't have AC without that pulley. And it's part of the harmonic damper. Removing the ribs for the PS/AC drive would have served no purpose other than raising costs and adding a new part number to the mix. So it wasn't a waste at all.
