I got offered some Momo Starts seats in partial trade from F150. Who makes good brackets to fit a Civic? And will I be able to still use the stock seat belts? I don't want to put a roll bar and harnesses in it this winter.

when i put a pair of seats in my EG8 i used the stock rails and just fabbed mounting brackets.
aswell the start is going to be a PITA to use the stock seat belt, which you can use.
You can fab up some brackets and use the sliders off your stock seats. I did that in the race car and it worked pretty well.
