The passenger seat on the Scirocco is a Jegs seat like this one.
I am assuming the belts of a 5 point harness from the bar are supposed to go thru the slot in the back of seat but doesn't that put the belts awful low and close together.

I don't think so either. If the belt comes in through a slot and turns upward to go over your shoulders, that'll compress your spine in a frontal impact.
Yep, looks like this one's only designed for a 3pt (which makes you wonder what the hole in the seat bottom is for). If you just put the straps over the shoulders of the seat, in an accident they'd be pulled to the sides.

Yes, unless you plan on taking the car on track with an instructor/passenger. It's usually required for the passenger to have the same saftey equipment as the driver.
the XJ-R uses one of those for a drivers seat. it's using a 5 pt harness without the sub-strap for a 4pt configuration. the seatback holes are probably just for molded in strength and maybe some airflow? the shoulder straps go over the seat to a harness bar i built, which you'd need to properly locate the straps in relation to your shoulders.
that's of course for autocross only like that. if it ever gets developed into a trackday toy it'll get proper seats and 5 or 6 pt setup.

Oh if it goes on the track there will be a significant upgrade in safety equipment.

I used a 3 pt when a-x'ing for several yrs ... when I got a car to do track stuff with also and switched to a 6 pt, I found it was of some benefit while a-x'ing also
