Are Kumho tires purchased used exempt from the Challenge budget?
The wording of the rules does not make a distinction between new and used. I've been given various opinions on this and need the difinitive answer.
Rule wording: "Kumho Tires do not count towards the total budget. This is to thank Kumho for years of support for our event—and the fact that their tires kick ass."

I see no reason to assume it means "new". It just says "Kumho Tires do not count towards the total budget".
"New" would be a change of the rule, and it is a little late in the game for that.

That's how I read it but hoping Pers will jump in and verify. Was told that it was discussed in other threads and that used Kumhos are not exempt.
We're not checking where you bought the Kumhos. If you've got 'em, run 'em, and they won't count against your budget. If you find a used set of V710s on craigslist for $10 apiece, bully for your wallet. Or you can run 'em shiny new, right out of the mold. Same difference.
