SR3 is a "real" car, as opposed to my cheapo beater Clubsport. Most run Powertec built Hayabusa motors in 1300/1400/1500 cc versions.
Whether it's cool depends on your objectives - they're competitive at a regional level in CSR class w/ SCCA, at Nationals all the sports racers are Stohrs or something similar - the Radicals were really built as track day cars or for use in single-make race series.
If you maintain it well and it's in good shape when you get it, running costs aren't too terribly hateful. Hoosier makes a tire as does Dunlop - the guys that ran one in the MARRS series last year seemed to prefer the Dunlops which were around $1200/set IIRC. Parts availability is good from Radical East and West, and they're generally pretty expensive.
I can only quote comparative lap times for Summit Point, but they're pretty blisteringly quick. W/ a good driver the SR3 I raced with could do 1'12"s - that's a few seconds off a formula atlantic or a FB (formula continental w/ a GSXR1000 motor).
I'm moving up to CSR from DSR this year (if I ever finish the freakin' car) - My Clubsport scaled at 1225# w/ post race fuel on a class minimum for DSR of 900#. So w/ a Hayabusa motor I'll be picking up 20hp and 30 ft/lb, and only 75 pounds.
If you plan of doing track days you may want to check w/ the organizations you're running with to see what they say. Also - It's worth considering whether you want to be in a sub-1500# car that carries more corner speed and brakes harder than anyone else when you're out w/ a bunch of mediocre drivers in 4000# cars.
