That's to make it easier to spin the tires the faster you go.   Also a great high speed over-steer enhancer.

So some actual wings *do* pick up the middle of the element so the angle-of-attack is constant. The middle airstream is coming in at a downward angle as it goes over the rear glass, so the AoA would be too high if the wing was the same all the way across. To keep a constant AoA, you need the angle to change in the middle. Some series don't allow that, so you still see some race cars with constant profiles, but they'll run a middle profile when allowed to. 

This guy is not doing that, but it can be done intelligently.

Maybe all the louvers and vortex things create a different air pattern so that the wing needs to be in that configuration to work?

Looks like it is a wing intended for a sedan with the kick-up in the middle to compensate for airflow coming off the roof as described by cyow5, but it looks like the wing section itself is angled way upwards and also that the endplates are bolted on wrong, most likely upside-down.

That's because it's backwards...   The ramp up to the end (well, front in this err... application) is for mad downforce, yo.   The minor kick up on the front (back in this picture) matches your first sentence.
