Same here in Ontario - I have negotiated a hell of a deal on a buddy's WRX, but I have to pay the taxes on the wholesale value.

In VA, a signed bill of sale will result in taxes paid upon the actual amount of sale, though I think there is a "floor" of $500 or so.
