No, if it isn't on the car for the event it doesn't count toward the budget.
If doesn't go down the track and isn't on the car at judging then that item is not part of The Challenge

At my first Challenge a Hong Norr member told me, "If it's not on the car, it's not in the budget". I hear that ring through my head a lot while working on the cars.
