A friend gave me his old 2 layer suit which is in excellent condition. Can it have nomex reapplied?
I have no idea what motorsport sanctioning bodies think about Nomex life span, but yes, it absolutely ages and deteoritates. In my business (fire department) all Nomex is destroyed at five years regardless. It gets tested every six months over its life span and often fails before the five year retirement mark. My last bunker pants needed replacement after two years. Even things so seemingly benign as sunlight shorten the life span.
How is it tested? I can tell you the guy that owned it was crazy OCD. Probably had a spreadsheet for every time worn and washed including the pH level of the water he washed it in!

Nomex really is vintage. I had one forty years ago. Do they still even make them?
Proban is the cheap stuff that washes out, Nomex is permanent as the above post said. if it was washed in anything other then no dye no perfume soap (like all free) then it has had a diminished protection. call the MFG of the suit.
I wouldn't worry about any diminished performance in this application. Unless you wash it in Kerosene.
Most sanctioning bodies look to make sure of the SFI rating, and that the suit has no holes, tears in the cuffs, and is relatively clean (no grease/oil stains, and no gasoline discoloration).
