Title might be a misnomer... i'm not entirely sure i'll be doing any of the work myself just yet.
Just trying to make a list at the moment.
So far i've got:
Pistons/rings
Rod bearings
full gasket kit
ARP rod bolts
ARP head bolts
Anything else i should be buying in terms of parts for the bottom end?
Water & Oil pump? Tack weld oil pump pickup tube to pump at same time. Windage tray / crank scraper could be done at this time as well.

Main bearings, oil seals, freeze plugs, oil pump, harmonic balancer, pilot bushing, any sensors/threaded plugs in the bottom end, plasti-gage, sealant, assembly lube, mineral oil...

For $913 I could build an entire small block Chevy and make twice the power. 
As you get to the top end...
Cam bearings, followers/rockers, valve seals, springs, retainers, freeze plugs, sensors/threaded plugs, timing chains/belts, distributor/reluctor, water pump, fuel injector o-rings...
Tools:
Ring compressor/bore-sized piston installer, torque wrench (ft/lbs), torque wrench (inch/lbs), dial gauge, ring file, proper sockets for torquing with no extensions, rod bolt stretch gauge, timing alignment tools, timing light, oil pump primer...
Oh and, woodruff keys, pulley pullers/installers, press, level, machinists square, brake cleaner spray, assembly lube...

That's.... $913 for THREE motors. 
I already have three heads done, just worrying about bottom end(s) at the moment. 
I'm not entirely sure i'll be doing the assembly, probably not.

You also haven't purchased everything to build the motor.
And why three? Do KL's go for a premium before Race Wars?

So you are going to build 3 and use the first 2 to see how much boost you can cram into them before they pop? In that case you need a video camera as well.

Not doing KLs. 
F2Ts. Haven't purchased anything yet... trying to figure out feasibility of an idea or two at the moment.
One idea might be trying to actually find out the limits of this motor since nobody really has before.

I know you mentioned bottom end and not top but I suggest finding a good source of supply for new HLA's.
Does anyone make a camshaft for this thing or is willing to do a custom cam?

All heads already have new HLAs. The highest mileage head is the one on my car right now with less than 20k miles. Sealed power makes decent HLAs as well. 
I just picked up another brand new rebuilt head, and already had the built head which has 10k or less miles.
Colt and Delta cams both do regrinds. I have a Delta "stage 4" in the built head.
Well, what about a bellhousing to connect this thing to a non-Mazda transmission?
Maybe I missed a previous thread. Why are you rebuilding? Maybe you'll be purchasing machine work.

E153 swap has been done, fairly well documented.. Not something i'm real worried about at the moment. If it comes to the point that i can't keep a transmission together for more than a year, then i'll dial it back. I don't have any desire to do that swap.
I've somewhat recently decided that the car is going to stick around for a few more years, so i'm going to get it ready to "go the distance," so to speak.
However... the current motor will have its last hurrah at the Challenge.
