I just bought a rear parcel shelf for my 911 out of a wrecked race car. It's a perfect color match for my interior, but it has a spot of silver roll bar paint on it. It's about the size of a half dollar. Is there a solvent that will remove the paint without damaging or discoloring the vinyl?

Seriously? Two hours and forty seven minutes without an answer?! I'm disappointed in you people...
I doubt there is a chemical strong enough to dissolve overspray that won't dissolve the paint on the vinyl or completely ruin it.
Scrape it with your fingernail and use mild soapy water?
Use vinyl paint to paint over the silver and match the base vinyl color as best possible.

Try WD40. If that doesn't work my next go-to is acetone. Acetone will remove the paint and either leave the plastic looking untouched or will permanently give it a bleached, frosted look. Test first.
LIghter fluid, or Coleman stove fuel.

Problem solved with Permatex lanolin hand cleaner and gray Scotchbrite. And time, lots of time. But it came out very good.
