Y'know what, though?  If they aren't hurting anybody, then what's the issue?  From what you say, they're driving safely and not causing issues other than making other people tsk-tsk.  There are bigger issues to deal with.

I'm thinking you're correct.  I'm on I-95 around Richmond a fair bit, and I've never seen this phenomenon around here.

South Texan here. As mentioned, they aren't bothered because they'll be across the border before their court date. These are people doing sketchy things in another country in hopes of making more money than they could make by being home with their families. They may be doing things you wouldn't do, but one thing they definitely AREN'T doing is trying to piss off cops in a foreign country or not make it home in one piece. I would guess on average they are driving better than other people on the road. If you pass them and they look nervous, it's probably because YOU are just one more person they have to worry about doing something crazy near them and adding more hardship to the risks they are already taking trying to make less money than you do. 

It bothers me a little how they rig the cars, but at the end of the day i live here and i have never seen one speeding, not in the slow lane, driving erratically, or involved in any kind of accident. I also feel some slight sense of kinship among people who can do things the wrong way better than some people can manage to do them the right way. Mostly I hope they make enough money to move onto something less dangerous and less far from home.

We were in Texas recently.  Seeing a lot of trains.  When they pulled into a gas station, one guy bought the fuel for every tow vehicle.  Crazy trains.

I would much rather share the road with this than the hacked up wrecks thrown together in an auction parking lot I see around here.

same, that dodge is probably much better equipped to handle long highway driving than an 09 focus

That said, Ive seen 1.2l opel corsa's pulling caravans going up a steep mountain going maybe 35mph

I see plenty of these setups with two vehicles heading down I-81 which goes right into many hundreds of miles of Virginia.  I can't recall any three vehicle trains, but there are usually two pairs traveling together.  Plenty of auto auctions in the central PA area.
