Can a Florida certificate of destruction titled vehicle ever be titled?

Depends on the state, and how much work you want to do/money you want to spend.

And whether you plan to ever sell the car, or just drive it until it dissolves into individual automotive molecules.

I have no idea how , or if, its done in Florida, but I've done it in PA.

I bought a Bronco from the junkyard, with a salvage title & bill of sale, completed needed repairs, filled out paperwork from PA DMV, had an inspection done by a specially qualified shop. Their inspection paperwork was sent in along with pics. A short time later I received a Reconstructed Vehicle title in the mail, then I went and bought my tags as you would for any other vehicle in PA.

In the case of my bronco, it was "totalled" not because of massive damage, but because an insurance company said it wasn't worth fixing. It needed a windshield, a muffler & tail pipe, 1 rear wheel, rear bumper and a partial rear quarter panel. It would have been less than a days work for a pro to fix.

I would consider doing it again for the right vehicle in the right circumstances. The process was slow, but not problematic.
