I know it's available. I first saw it in use to pull out dents for straight pattern dents on body panels without hurting the paint or needing to do as much hammer and dolly work if you were to use studs or screws. It typically uses a cleaner/activator and easily pulls off when it's cured.
Silicone won't work. I don't want to create more problems making a mold then it transferring to expensive fabric. I also have one part, it fits as is, and I don't need any more E36 M3.

Bonding panels in place or...?
I have had good luck with some of the 3M tape based adhesives, but I don't know if that fits with what you are trying to do.

No it sticks to a cleaned panel for a plastic doohickey to cling to and get pulled on.
Ive looked and I see glue sticks out there for something similar but not the same.
3M VHB stuff is good. You can even get rolls at HD. It is basically the same stuff in those removable hooks and picture hangers. It also gets used for some portions of some airplane wings and I think the Elise used some in bonded chassis components. I think they also use it to hold credit cards to the letter they send it stuck to.

It's not permanent, that is why you can still get the hook off the wall and the card off the letter. Might be scary realizing you can pull wing panels off, but aircraft aluminum gets pretty thin. Strong enough is strong enough, especially for a glue that won't crack when flexed.
You can make a tab like the Command hooks, or pry it off with a plastic scraper or card. Anything left you just roll off like a booger.

Unfortunately I don't know what the OP is looking for
3M VHB (Very High Bond) is used in semi-structural applications. Most common for us is that it's the tape on aftermarket spoilers and such. It takes 24-48 hours to build in peel strength. It's also used in some trailers, ambulance boxes, etc as a mechanical fastener replacement.
Removable hooks (Command strips) are an entirely different technology. The adhesive has a lot of stretch, and while stretching the surface coverage continues to decrease. The stretch crystallizes the rubber adhesive to make it deaden, and that couples with the shrinking surface to grab allows it to pop off clean.
Airplane wings, cars, boats - structural rubber modified urethanes and epoxies. Not pressure sensitive, takes jigs, heat, and time to form the bond.
Credit card - fungible adhesives. Very weak hot melt adhesives, usually with a lot of process oil. That's why they stain if left in place long enough.
Extra strength hot glue sticks.
