Huh so they didn't even clean the throttle body for $339? Well at least now you know what you need to do to fix it, and where not to take your car ever again.

Legal or not Toyota corporate should be advised of the video. In fact I would persue this matter with them directly.  No matter what you do the dealer will not care. Toyota corporate on the other hand I would think would.

Isn't your car your own personal property/space wherever it goes? I means you can record in your car whenever you want legally.

The recording doesn't matter other than as potential leverage to get $339 back. Nothing that happened in that video is out of the ordinary. Some guys mumbling on about what they think might be wrong. Ok. Shop charges a lot of money for something they substantially misrepresented on a work order. Ok. Welcome to AnyShop USA.  There are good shops, but that's not the point. You can't hope to accomplish anything here other than recouping lost money, because changing the way the industry works is not on the table. You'd be lucky to change the way in which one service writer lies on his ROs or the way one technician works. 

So get the money back and focus all other energy on getting the car fixed, is how i see it. 

P0a4b is for the 'Generator Resolver' i.e. fancy position sensor for motor/generator #1.  You probably know that the Prius doesn't have a conventional starter and the engine is started by one of the motor/generators, MG1. Being unable to resolve the position of MG1 basically renders it unusable because these are brushless multi-phase motors where you have to 'light up' different windings in certain polarity and certain sequence in relation to the position of the rotor to make the thing spin. 

Unfortunately, Toyota's position is that it's a non serviceable component. I can screen cap and post up a couple of inspection sheets that list multimeter readings you should get by hooking between various terminals of the 6-pin connector for the generator resolver, but all it's going to tell you is that it's either A. not acting up right now, or B. it's definitely broke and i need a used transmission because a non-serviceable sensor inside is broken. There is also a minor chance that there's a connection problem between the trans and the ECU somewhere so if you want to go around reseating connectors and inspecting for obvious wiring damage, you may get lucky and find something easy.

It looks like there is more info on the web about this if you look up 'prius resolver'.  I have never looked into this so i'm just relaying what little help there is on AllData mixed with my personal background knowledge of brushless motors and controls in general. It's possible there is some remedy to this that doesn't involve swapping your trans.
