Is a small block chevy starter bolt Gr5 or Gr8?

No idea, but I'd be surprised if grade 5 didn't hold up there.

The factory starter bolts are knurled near the threads. Factory wouldn't do this if a regular 3/8"-16 bolt would do... beancounter stuff. Stick w/ OEM or Dorman, they're cheap enough.

I have a situation where it is no longer possible to use factory bolt. Anyone know why they are knurled. Cost is not the problem.

Knurl fits the counterbore in the block. Alignment I would think but also think of the torque on the starter.

The knurl is purely for alignment.  If you are smart enough to compensate for that, a Grade 5 should work.

As Streetwiseguy posted, alignment. Be aware if you're not familiar with SBC starters you may need to shim and checking first can save you from breaking the snout off.
