, would it be legal to add power steering to a manual steering equipped car in the STS autocross class? The car in question was never available with power steering, but another trim level of it was. Note that I'm not asking about the wisdom of doing it, just whether or not it would be legal.

Yes, but you would have to install everything else that may or may not have been included at that trim level. Essentially as if you were building a STS car from that particular trim level that included p/s.
Similar to how you can build a Miata R out of a non-R car as long as you scrounge up every unique R-package part down to the trim pieces (minus whatever can be changed per STS rules).
Yup. Unless you do a whole conversion to a trim level that did have power steering, you can't add it.
