No need to buy two belts, he is just testing for a minute with no load. What you mention is when the belt has been run for 30k miles, mind as well change it if you are removing it.
I guess the poster above said to hold off on the water pump because if the engine is toast, then you just did the work for nothing and probably will not be able to return it.
