I want an SA-certified helmet I can wear for racing. And I want it to look like this:
Buy one and glue on the proper appendages to make it look like that? You don't want to do anything to compromise the strength of the shell, so no drilling or cutting.

Where can I get an SA-certified Vader helmet?!?!

I would wear a black Sparco jumpsuit, black cape, and put the blinky lights on my chest, too.
I'm assuming autocross (i.e. you'd be okay with wearing an open face helmet and/or are otherwise okay with meeting the letter of the rules while not actually being too worried about the helmet's ability to be the best helmet it can be).
My first thought would be to get an open helmet and use patent leather type vinyl to add the "flare". Then find one of those separate goggles-and-facemask MX items (did those last outside the '80s?) and rejigger it to darthface.
I might have a hard time arguing with a tech inspector who didn't like that, though. I'm sure it'd be safe, but I think in autocross a not insignifcant part of the helmet requirement is that in order to maintain insurance and so forth, you have to be seen always as taking safety Very Seriously.
For roadracing, I don't think I'd be comfortable with any compromises, regardless of what one might be able to get through inspection...

No, this is simply because I am almost crazy. I know I'm not crazy, though, because my mother had me tested.

This, that's the closest you're gonna get. Also go to your local RiceMart and get some stick-on vent-like things for the mouth area of this helmet to make it look more like Vader's.
