I have a title for the car I'm parting out. It was signed over to me when I bought the car back in February, but I never got it transferred to my name here in PA. I will be sending the car to the scrapper in the next month or so, and they will want the title. Do I need to have it transferred to my name before I do so? I also want to make sure the PO doesn't get charged any property taxes on the car. I know some states charge an annual property tax on cars, and some do not - I'm not sure if the title state charges taxes that way (MI).

They will probably just check the VINs and destroy the title after destroying the car. Never been in that situation. If not, chop the car up and bring it to them that way.

As for property taxes; In Missouri, we cross it off our list for the next years taxes and the following year it won't be there.

I see. For instance. In North Carolina, we paid a percentage tax on the vehicles overly inflated value annually. In PA we do not. I'm not sure about Michigan. If they pay that tax, I just want to make sure Michigan knows that the PO has sold the car. I never want to put anyone in a bad situation.

PA you only pay a "registration fee" not a continual property tax on cars and trucks

It is up to the previous owner to take care of their taxes especially if they sell a vehicle to an out of state buyer. If there was anything to do, they should have already done it. Not your problem.

some places around here are requiring an ohio title now. not the place i go to, but i've seen places put it in their ads that it has to be an in state title.

call before you tow it in.

All of the scrap yards around here "require" a title of one sort or another before accepting a vehicle. With the price of scrap so high and demand even higher, you can always get away with just showing your driver's license and letting them copy down the info.

Don't sweat it. Honestly. What you currently have is more than enough.
