I posted last night about my recently finished engine swap (stock engine swap) on my broken daily driver (1994 integra) and how its not running right. Its better than yesterday but here is the gist:

starts right up when cold and idles good and goes into high idle of 2000 (normal). It revs normal and I can put it in gear and move just fine. But once it warms up and it is triggered to go to normal idle it stays at normal idle (800-900) for about 10 seconds then falls to 500-600 and can barely stay running.  When it is still in high idle everything under the hood sounds good nothin out of order, but once it falls to normal idle and below I can faintly hear a hissing sound. My exhaust is decently loud and I can not exactly pinpoint where it is coming from with my ears, but I tried spraying every single vacuum connection and mating surface with starter fluid in order to find it but nothing. As I mentioned earlier when it is still cold it revs like normal, but once it is warmed up and in that low low idle, I can put my foot to the floor on the gas and nothing happens. 

This all sounds like textbook vacuum leak except for the fact that its totally fine when the engine is cold, I dont understand what is going on. I have tried taking off every vacuum line and plugging them one at a time and none make any change

PCV or EGR systems are where I would go.

the pcv line on the intake was the first line I bypassed and nothing. Also Integras do not have a egr system

Hummmm. Do they have a ICM?

It almost sounds like the ICM it is either not working properly or the valve is broken or (and this is kind of a crazy idea). Could it be wired backwards?

maybe, but keep in mind when cold everything is fine, could that be still pertaining to the icm? And no it couldnt be wired backwards, its internal to the distributor and has never been touched, the same distributor from when it ran
