You'll be able to find Granturas, Vixens (and 2500s), M-series cars, and 280is. The 280i will get you the most well kept car for your price, but, unless you find one of the ~8 FHCs they imported, I'd have the M series.
Tuscans, Jomars, and Griffiths (which are a TVR in the same way that a Cobra is an AC) are thin on the ground and worth more money. If you find a Jomar, please contact me though.
I've never found an Interceptor that wasn't rusty, non-running, and generally ravaged in your price range. Someone from Georgia will now show up with a listing for a solid driver for $0.12.
Mine would have to have a 907 or 912 in it, but if I were still in Florida, I'd be looking at this. http://orlando.craigslist.org/cto/2914018077.html
You can get lancia scorpions and really rough fulvias in the price range you are looking for. Alfettas too, probably like 5 of them for that price.

Damnit. I want that car so bad it hurts.
Has nobody suggested an Opel GT? Might be an option, might not be weird enough, they actually look cool.
(cue record scratch) Wait, how much are Lancia Fulvias going for in the USA in driveable, not horrible condition?
Ford Capri with a 302 installed, get a S. Africa build plate and tell anyone that asks that it's a Perana. Although it's most likely that yours will be built in Germany and since that's a dis-qualifier, you'll have to look for something worse instead.

Pretty obvious! He said he was mad.

I thought those Lotus engines are incredibly good at blowing head gaskets...

Damn I didn't think of Capris...

I'd rather have a Manta.

Rover V8. Which does open up a lot of options from newer LR engines to SBC/F swaps.
And how can you call yourself a "mad person" if you're going to let a little thing like blowing head gaskets deter you?
In reply to Ian F:
I meant the Lotus engine that came with those cars not the Rover V8. If I got one I would probably drop a Rover V8 in anyway.

OK, I see how it is. Gee thanks. Yeah, a Manta would be easier to mod. A Kadette would be cool too. But any Opel probably wouldn't be as easy to find as some of the others that have been suggested. Although I do know where there is some Opels. There is a guy local to us that has at the last time I talked with him a couple years ago about 80 GT's, a couple Manta's, a few 1900 Ascona's and 1 or 2 Kadettes. Doubt you could get one, I couldn't. Last time I saw the guy he was 83 and that was a couple years ago. He is physically unable to do anything with them and won't sell any of them. He thinks Opels will be high $$ collector cars someday. But all but a couple are sitting in a field in grass almost as high as the cars with cows also in the field quietly rusting away. The best are put away in a garage or barn.
But you already ruled Opel out in your first post. Opel is German, owned by GM but still German none the less.
