Ok this is pretty weird but I think a spec Kia Soul series would be interesting. Maybe add the Honda Element, Scion Xb and Nissan Cube to the mix. Or maybe a mini van series? Something different.

I had the transit connect, city express, NV series awhile back. All were available with 1.6L DI turbo at some point. The issue with such a concept for WRL is nobody has built any of said vehicles to race. For a sanctioning body for amateur racers it'd be making a class for a field of zero.
