Surface plate for chassis setup and anything needing a level surface.

That looks like a set up plate to me, a flat metal plate so you can repeatedly do frame measurements. I don't think its a scale because there doesn't look like room for it to move, floor scales usually have a little gap around them.
A section of floor made to be perfectly flat.

That's how they built the race RX-8s at Speed Source when I visited them many years ago.
Now I know what it is. Next level stuff.
