Someone I know is selling a 2002 WRX and offered it to me. I'm mildly interested, but haven't been following the WRX market since I sold mine several years ago. What's this car worth?

Sounds like a $6-7k car to me. Even the most clapped-out beater with high miles fetches $4k in Wisconsin though, so we're probably not the most representative market.
All of those aftermarket parts make me think "abused" and tell me that is a $4-5k car (maybe less) depending on the shame of the body.

In all seriousness, and I know I'm sounding like an old man here, but when I see a car with a mod list like that, I usually don't even consider it.
There is just so much that can be/go wrong with all of those mods.
A lot of it will depend on who did the tune for the modifications too. I'm assuming from the mods that it's not running on the stock tune anymore (or something would've popped by now).
It's worth looking into whether the tuner is respected, has a lot of well-running cars they've helped build or if they have a large graveyard of "oops I guess it's time to build a new engine hahaha these little engines are so fragile, right?" like some tuners do.
Those Megan coilovers are total eBay garbage and I'd automatically reject any car that had them installed the same as I'd reject a car with a badly installed bodykit unless it's at "rescue me" prices where I can justify the money and time investment to reverse the previous owners' bad decisions - and in the worst cases, be OK if it has some chronic issue like body damage. The TurboXS parts also are pretty low-quality bits that replacements exist for nowadays.
Basically, don't pay for the mods, and plan to restore to stock. It sounds like a $4-5k car here and we massively overprice our Bugeyes.
Any high mileage Bugeye is also starting to get into the realm of "stuff is breaking for reasons other than my modifications" where you see a lot of ricers bailing out of the car from. Stuff like individual-plug coilpacks that break up at high RPM and cost a lot to replace if you buy new, vacuum lines and rubber hoses that are rotting, leaking turbo inlets, spinning a rod bearing from a slack oil pump or taking one too many corners aggressively on low oil, cooling systems that need an overhaul, etc.
A 2002 is potentially now a 12 year old car, and a lot of the buyers of these cars no longer feature the temperament to take care of them. This is IMHO the valley where the DSM community really got a lot of its bad reputation.

I have a 02 bugeye and mine has about half the mileage of the one you are looking at. I paid under a grand for mine, but I got a deal on it from a friend. Guys up here would be looking for $5-$7K for that car but Subaru's attract very high resale up here due to our weather.
A lot of people have alredy said the key points. The biggest issue is who tuned it and is it a reliable tune.
WRX's with that many mods tend to have short fuses. That has a ton of them and some that are known to cause issues (WRXs don't like intakes - they apparantly can lead to lean issues at certain rpms). I am not a huge fan of atmospheric EWGs - they can make the cars run like crap and they are cop magnets.
Other mods like up-pipes and downpipes are pretty standard and in fact because the factory parts can fail, tend to help avoid catastrophic failures.
Its a 12 year old car with significant amount of mileage and a lot of mods - tread carefully and I hope its not your DD (unless you have a backup).
There is a lot of ricer mods on that car, IMO. Unnecessary E36 M3 that kids put on cars so they sound/look cool usually I wouldn't trust.
I would buy a modded car, a modded turbo car but the mods must be solely based on increasing reliability and function not how this list works.
The #1 sign of a poorly modded WRX is a blowoff valve. If it's not recirculating they are an idiot. Dumb to atmosphere EWG is just an equal sign, lol. And yes I intentionally typed dumb. That's only the beginning of whats wrong here. With this list of mods i'm surprised a "system" isn't in the list.
Check the subframe for rust. I had a 2002 that was very clean but the subframe rust was shocking. I poked through it with a screwdriver. As others have said a lot of stuff will start going wrong on them at this point in their life. Pretty much why I got rid of mine.
I agree with depends on if its seen snow and location. In Florida the genius that live here would think thats worth $13k. In DC that would be worth $5500 to 6500.
