Isn't that a Scout? I could be wrong and just thinking of International.
Edit: after some googling it is indeed a Stout. Either way it is very cool and I want one.
The minitrucker in me says it needs bags, the GRM in me says it needs an LS1. The reasonable me says why stop at one when you can do both? I think it would look good tucking wide white walls while doing massive burnouts.

Well, it certainly has an air of exclusivity. Imagine the looks you'd get at the country club when you rolled up in that!
They really wanted to emphasize those turn signals in the front. Actually turns me off on the look of the truck. I like all the other lines.
I would just fix the rust, decent pait job factory color, rock the factory wheels and get it running well. It is some variant of the R series engine, so I'm assuming you could put a 20 or 22 in with no trouble and store the original motor just to have it. It would be a fantastic little truck just to run around it, haul stuff from the junk yard etc.
Raze- the turn signals are awesome! They give it that kinda surprised "ha, ha.. whaaaa?" look.
