I've seen some bikes were it's just the friction between the grips and the brake lever that cause the throttle to stick.
Could also be the cables.
On my 71 Honda Mini Trail, there is no throttle return spring. You need to manually close the throttle. Kind of like early cruise control.
Well theres loads of parts it could be...
Key parts are. Carb slide it self and the anti rotation groove. Slide spring weak or missing. Cable dry or fraid can be inside the cable housing near tight bends etc. Grip pushed on to far rubbing the horn button housing and or rubbing end of handle bar. End of handle bar mashed from a fall. Dirt / mud / crud build up between handle bar and throttle sleave. (due to riding with torn grips)

I would take the cables off, see if the throttle slides smoothly and see if the carb slide closes. If they do, it is the cable. (I assume that a bike that old is not running a push/pull throttle with two cables).
CL125 has just one cable and runs a VM carb i belive.
