I wouldn't read anything into the coat of arms. That looks like a standard MOMO sized horn button, which means it may have no relationship whatsoever to the wheel.
It's not hard to find the manufacturer, though :)
I have one of those for my X1/9 that has no manufacturer's logo. Thanks for posting, now I know. Mine is hard worn, and I am about to re-skin it, as nothing as nice is available in the largish diameter. I suspect these may have been sold in bulk to a distributor (Grant?) here in the USA. The hub bolt patern on mine is not Momo, but the horn button does interchange.
